91 corridor improvement Project
Construction of this design-build project began in mid-2014; new lanes are on schedule to open during the first half of 2017. The project will add regular lanes, extend the 91 Express Lanes from Orange County, add auxiliary lanes and construct express lane connectors from northbound 15 to westbound 91 and from eastbound 91 to southbound 15. Improvements to interchanges, ramps and surface streets also are being made along the 91 corridor.
AA is responsible for providing support to RCTC’s program and construction outreach. AA also provides guidance to the design-builder’s public outreach staff to ensure consistent messaging and to approve draft Construction Alerts, videos, detour maps, social media posts, and other materials. For the 91 Project, RCTC has conducted periodic full closures of the roadway, including a weekend full closure of eastbound and westbound 91 in February 2016. AA helped coordinate a robust, award winning “91 Steer Clear” outreach campaign to divert motorists from the 91 for a full weekend. The campaign featured multiple news conferences, radio advertising, billboards, social media campaigns, and ongoing coordination with Caltrans, emergency responders, and neighboring jurisdictions in Riverside County and Orange County.
