Arellano Associates has worked with a variety of municipalities and other government agencies on a wide range of public outreach programs.  This has been the firm’s specialty since inception.  Our work experience has included general plan updates as well as other planning and public infrastructure programs.  Our projects have extended from local and master planning projects, environmental clearance projects, construction projects, project management support and public relations.  A select summary of our work experience is included below:

Project Context:   In 2005, CHSRA in cooperation with Federal Railroad Administration (FRA) completed and certified a program level document for a high-speed train (HST) network over 800 miles long which connects the major metropolitan areas of the state. The proposed HST system stretches from San Francisco, Oakland and Sacramento in the north – to the Central Valley with service throughout – to Los Angeles, the Inland Empire, Orange County and San Diego in the south. The alignment crosses over 100 cities, three Caltrans’ districts (7, 8 and 11), two railroads (Union Pacific Railroad and BNSF Railway), and the Metrolink, Coaster, Amtrak and San Diego trolley transit systems.
Scope of Work:   AA is responsible for is responsible for the public outreach program of the Los Angeles to San Diego (via the Inland Empire) alignment of the California High-Speed Rail program.  AA works directly with the Authority’s regional program manager and team project manager on public outreach strategy, implementation, stakeholder meeting coordination and documentation.

Project Context:   The Metro Gold Line Foothill Extension has completed environmental review of alternatives for the extension of the alignment from the existing terminus in Pasadena and to a final station in the City of Montclair.  At the urging of elected officials, Metro Gold Line began discussions with area officials and interested stakeholders to determine the feasibility of connecting the Metro Gold Line from the station in Montclair to Ontario International Airport (ONT).  A Feasibility Study needs to be completed, but first funded, in order to answer this early question. 
Scope of Work:   Pivotal to the funding of a Feasibility Study will be evidence of local support and organization.  Toward that end, Metro Gold Line has formed a Stakeholders Advisory Group.  AA has been responsible for working closely with the Authority staff to provide the initial steps toward strategizing with the Stakeholder Advisory Group, facilitate committee meetings, and coordinate with the funding agencies, Southern California Association of Governments (SCAG) and San Bernardino Associated Governments (SANBAG). AA’s current work program has included coordination with defined set of Stakeholders, mapping out meeting agendas and meeting objectives, ongoing staff support, reporting and documentation.

Project Context:   Phase II of the Metro Gold Line proposes to extend the existing Metro Gold Line to 11 additional cities to the east, including Arcadia, Monrovia, Duarte, Irwindale, Azusa, Glendora, San Dimas, La Verne, Pomona, Claremont and Montclair. 
Scope of Work:   AA was responsible for working closely with the Authority staff to strategize, plan and implement a communications program to support all aspects of project phases to date, including preliminary planning, alternatives analysis and finally, the Draft Environmental Impact Report.

Project Context:   The “MAGLEV” or magnetic levitation high-speed train is a concept coming to Southern California.  MAGLEV technology allows travelers to ride on a cushion of air along an elevated guideway at speeds up to 310 mph.  For the past two decades, MAGLEV has operated on a 31-km demonstration track in Germany, and in 2002, MAGLEV had it grand debut in Shanghai, China, a 19-mile system that will initially carry up to 50,000 riders daily.  The Southern California Association of Governments (SCAG) has been looking to MAGLEV as a strong complement to Southern California’s transportation network.  The system network currently being planned will ultimately connect major regional airports, population centers and multi-modal transportation facilities in Los Angeles, Riverside, San Bernardino and Orange counties.
Scope of Work:   AA assisted SCAG with outreach to affected cities in the San Gabriel Valley and San Bernardino County, including staff and elected official communications.

Project Context:   Over a 12-year period, OCTA has studied the concept of implementing a light rail system in central Orange County.  The project was approximately 28 miles in length and was planned to traverse six cities including Fullerton, Anaheim, Orange, Santa Ana, Costa Mesa and Irvine.  The project considered several alternatives and an initial operating segment.
Scope of Work:   AA supported OCTA in implementation of the Public Information Program.  Interface with the local cities was critical to develop consensus and educate the wide array of community interest.  Workshops were held as part of the environmental process and outreach materials developed and implemented to communicate the project status within the county.

Project Context:   The California High-Speed Rail Authority is commissioned to bring legislation to the voters on the 2000 ballot for the funding of a High-Speed rail project connecting the major cities in California from Sacramento to San Diego.
Scope of Work:   AA was responsible for building a coalition within Southern California across eight counties, including Santa Barbara, Ventura, Los Angeles, San Bernardino, Riverside, Orange, San Diego and Imperial.  This involved target marketing with the Latino community, including one-on-one interviews, organized roundtable border="0" discussions, formal presentations, solicitation of spokespersons and obtaining key endorsements.  Arellano Associates also supported the overall Earned Media campaign for High-Speed Rail.

Project Context:   Early project development work began in 2007 for the reconstruction of the Interstate 15/Interstate 215 interchange in Devore. The project study report and project report/environmental document will study a number of proposed improvements, including the addition of one northbound lane and one southbound lane on Interstate 15 between Interstate 215 and Glen Helen Parkway. These improvements would reduce traffic delays, improve the flow of goods through the region and boost access to freight facilities in the San Bernardino Valley and the Victor Valley.
Scope of Work:   AA is responsible for the development of a Community and Agency Involvement Plan.  The development of this Plan involves close coordination with the SANBAG and must be in accordance with Caltrans’ Project Development Procedures Manual. Additional tasks include coordination and facilitation of public information scoping meetings during the environmental study process as well as round table border="0" meetings with key agency and project  stakeholders.

Project Context:   The connection between State Route 91 and State Route 71 (SR-91/SR-71) in and near the City of Corona is critical to reduce traffic congestion in this area. RCTC is proposing a set of improvements to the SR-91/SR-71 interchange, which provides a vital link between the counties of Riverside, Orange and San Bernardino. The proposed interchange improvements will reduce daily traffic delays, enhance driver safety, boost inter-county connections, support the movement of goods, and facilitate mobility throughout Southern California. The total cost of the improvements is estimated to be $100 million.
Scope of Work:   AA provides public outreach support, including creation of a Public Involvement Plan, coordination of public meetings and stakeholder presentations, development of a project website and collateral material, creation and maintenance of the project database, and preparation of responses to project inquiries.

The widening will cover 29.25 miles and is designed to relieve traffic congestion, improve freeway operations and contribute to the area’s economic vitality.

Project Context:   Early project development work began in 2007 for the addition of high occupancy vehicle (HOV) lanes to I-10 between Ontario and Redlands. The new lanes will help relieve traffic congestion, boost access to logistics centers and hospitals/trauma centers, promote ridesharing and improve the movement of goods through the San Bernardino Valley.

Project Context:   Interstate 5 (I-5) is a major regional transportation corridor that extends the entire length of the western United States from Mexico to Canada. It also serves as the backbone of the transportation system connecting the major urban centers of Los Angels County and Orange County.  I-5 was originally constructed as a six-lane facility in Los Angeles and Orange Counties.  The portion of I-5 north of Interstate 605 (I-605) has been widened to eight mixed-flow lanes. The portion of I-5 in Orange County south of State Route 91 (SR 91) has been widened to 10 lanes [eight mixed flow lanes and two High Occupancy Vehicle (HOV) lanes].  The section of I-5 between the vicinity of SR 91 and I-605 in Los Angeles County is currently composed of six mixed-flow lanes.  This segment acts as a traffic bottleneck and effectively limits capacity for the entire corridor.  To address these deficiencies, an EIR/EIS is being developed collectively by the U.S. Federal Highway Administration (FHWA), Caltrans, Los Angeles County Metropolitan Transportation Authority (LACMTA), and Orange County Transportation Authority (OCTA), in cooperation with the I-5 Consortium Cities Joint Powers Authority (I-5 JPA).
Scope of Work:   Arellano Associates was responsible for ongoing public outreach support and communication during the EIR/EIS clearance process, including community contact database, public hearing planning and coordination, and public comment documentation and processing.

Project Context:   The City of Needles conducted environmental studies and preliminary engineering for proposed future improvements along Needles Highway and adjacent collector streets near the Colorado River. These studies helped project planners obtain a complete overview of how the project affected the City of Needles, San Bernardino County and Mohave County, Arizona.
Scope of Work:   AA provided support to the City of Needles for the Preliminary Engineering, Environmental and right-of-way services to implement the Project Approval/Environmental Documents Phase. Key tasks included initial information gathering, including development of a project database; establishing and maintaining a project database; preparation of informational/collateral materials for the public scoping meetings. Additional outreach materials included media information, project fact sheet and meeting presentations.

Project Context:   Caltrans, District 7 has a number of projects along the Interstate 405 (I-405) corridor between Interstate 10 (I-10) and State Route 101 (SR-101) that have a high level of public and political interest as well as controversy.  These projects are in various stages of development.  Some are in the initial environmental planning stage while others are in or nearing construction.  These projects affect a diverse group of communities that require Caltrans to dedicate substantial time to answering inquiries from the public and elected officials. 
Scope of Work:   Arellano Associates served as an extension of Caltrans staff in developing a public informational program to keep all interested parties informed of the current and immediate future activities associated with these projects.  Arellano Associates responsibilities included the management of the stakeholder database, development, production and distribution of a series of project newsletters, the coordination and completion of stakeholder meetings and elected officials briefings, the development and production of collateral material.

Project Context:   Multi County Goods Movement Action Plan is a coordinated planning effort by seven agencies in Southern California, including the Los Angeles County Metropolitan Transportation Authority (Metro), the Orange County Transportation Authority (OCTA), the Riverside County Transportation Commission (RCTC), the San Bernardino Associated Governments (SANBAG), the Ventura County Transportation Commission (VCTC), the San Diego Associated Governments (SANDAG), the Southern California Association of Governments (SCAG) and the California Department of Transportation ("Caltrans").  Together, these participating agencies agreed to develop a goods movement action plan that will benefit the entire region.  The MCGMAP will be a regional framework for goods movement initiatives, to be developed collaboratively by the county transportation commissions, the Southern California Association of Governments (SCAG), Caltrans, councils of governments, the ports, the private sector (railroads, trucking companies, shippers, etc.), and other agencies involved in the movement of freight (e.g. Alameda Corridor Transportation Authority).  Substantial work in the goods movement arena already has been undertaken in this region with some notable border="0" successes, but these efforts have not been guided by a coordinated, overall framework. Such a framework is needed to meet rapidly growing demand for freight movement, and to ensure prudent investment of public and private resources in the region's extensive and complex goods movement system. 
Scope of Work:   For this effort, Arellano Associates provided outreach support services to the participating agencies, including the development and tabulation of two region-wide surveys, the coordination of regionwide county workshops, county-specific media relations, the coordination and completion of presentations through the region, postings to the project website and ongoing committee support.

Project Context:   In May 2000, the MTA Board approved the Harbor Freeway Transitway Extension PSR which recommended the implementation of the $5.1 million Transportation Systems Management (TSM) alternative using Figueroa, Flower, Aliso and Arcadia Streets as well as 3rd, 4th, Main and Spring Streets with no wall or bridge construction.  Given the cost of this alternative, MTA aimed to find a less costly, but equally effective option.  The goals of this study were two‑fold: (1) To conduct a comprehensive feasibility study of the potential transportation alternatives using the Alameda Street Corridor for improving access and movement through and around the downtown area and in particular, addressing the needs of goods movement and HOV traffic, and; (2) to determine whether any of the potential alternatives are so cost­-effective, feasible and necessary as to warrant further detailed analysis/evaluation/study leading to implementation of one or more project alternatives.
Scope of Work:   AA was responsible for completing the public outreach program, which included stakeholder meetings with Council Offices, key downtown groups and the public-at-large.

Project Context:   The implementation of SB45 in January 1999 transferred the jurisdiction over delivery of the soundwalls from Caltrans to LACMTA who has assumed responsibility to delivery 120 individual soundwall projects identified by Caltrans as qualifying for noise abatement.  A set of 24 soundwall projects in nine different local jurisdictions is the first slated for implementation. 
Scope of Work:   AA was responsible for the implementation of the Public Information Program.  Interface with the local cities was critical to develop an agreed upon approach for communication to the affected residents and businesses.  AA developed a catered approach within each jurisdiction and worked with city and MTA staff to ensure proper communication and implementation.

Project Context:   Every three years SCAG updates the Regional Transportation Plan (RTP).  This plan must comply with federal and state air quality standards to maintain federal transportation funding for projects that are listed in the RTP.

Project Context:   The State Route 60 (SR-60) Truck Lane Feasibility Study was a technical study conducted by the SCAG to look at possible alternatives for a truck lane or other truck facility along the SR-60 corridor, also known as the Pomona Freeway.  This study reviewed the feasibility of truck lanes and their application to other regional freeways.  The geographic boundaries for the SR-60 study extended from the I-710 (Long Beach Freeway) to the I-15 (Ontario Freeway).

Project Context:   Since 2001, RTA’s bus system has added various bus service, including 14 fixed routes, two senior shuttles and a Taxi Program.  However, even with this expanded service, much of the system remains virtually unchanged since the late 1970’s and early 1980’s, although the area continues to grow and vehicular traffic has increased.  A system-wide approach must address issues of connectivity with local and/or regional transit services, route coverage, operating speed and reliability, as well as improved service frequency.  A comprehensive review of the existing bus service in Western Riverside County must be accomplished. 
Scope of Work:   Arellano Associates provided public outreach support to the technical team for the Comprehensive Operational Analysis.  The objective of this task was to gauge local jurisdiction and public opinion on current and potential transit services.  From the results of this public outreach effort, RTA was able to obtain a better understanding of the public perspective on service concepts and how it could proceed with further development and implementation of ideas.  Specific outreach methods included stakeholder interviews and public meetings.

Project Context:   In November, 2005, the San Bernardino Associated Governments commenced construction on the widening of Interstate 10 from Orange to Ford Streets in the City of Redlands, approximately 2.5 miles.  One additional travel lane was added in each direction and 11 bridges were widened as part of this $46.5 million (construction) project.  In addition, 4,386 meters of soundwalls were built along both sides of the freeway improvements. The project was completed in 2008.

Project Context:   SR-2 was originally planned and constructed in 1959 to connect with the Hollywood Freeway (US 101) through the neighborhoods of Silver Lake and Echo Park. In 1962, as a result of local community opposition, the full build-out plan was rescinded and construction was terminated at the present SR-2 terminus near Glendale Boulevard and Duane Street. In January 2002, the Project Study report/ Project Development Support (PSR/PDS) was completed to address the reconstruction of the terminus. The purpose of this project is to develop a balanced solution for the SR-2 that helps improve transportation mobility in the region while improving local congestion and land use concerns.

Project Context:   The Antelope-Pardee 500-kV Transmission Project (proposed project) would involve the construction of a new 25.6-mile 500-kV transmission line between the existing Antelope and Pardee Southern California Edison (SCE) substations. The Antelope Substation is located in the City of Lancaster and the Pardee Substation is located in the City of Santa Clarita, both of which are located in northern Los Angeles County.  To accommodate construction, certain 66-kV and 500-kV facilities would be removed and certain 66-kV and 12-kV facilities would be relocated. The proposed project route would be constructed within an existing right-of-way (ROW) for 22.8 miles, of which 17.5 miles would be widened. Approximately 13 miles of the proposed project would be located in an existing ROW within Angeles National Forest, which would be widened from 100 feet to 160 feet. Construction of a new ROW would be required for 2.8 miles of the proposed project route.  The proposed project would help to accommodate up to 4,400 megawatts (MW) of potential proposed wind generation north of Antelope, including a proposed 201-MW wind project to be located 8.5 miles northwest of the Antelope Substation.

Project Context:   Traffic congestion is a critical concern at the Interstate 10 interchange at Apache Trail in Cabazon. This interchange is the principle access to the Morongo Casino Resort & Spa, Desert Hills Premium Outlets, Cabazon Outlet Mall, Hadley’s Fruit Orchards, the Morongo gas station, and neighboring restaurants. A five-way stop sign serves this interchange. The heavy volume of recreational traffic, coupled by this five-way stop, has created a Level of Service “F” at this location.  Construction is set to begin in spring 2008 on two “roundabouts” at the intersection of Apache Trail and Seminole Drive and the intersection of Apache Trail and Main Street. These roundabouts will provide free-flow driving conditions for local motorists and improve the Level of Service rating to an “A.” During the approximate four-month construction period, it will be necessary to fully close this interchange for approximately 36 consecutive days, starting on or about May 27, 2008 and ending no later than July 2, 2008.
Scope of Work:   Arellano Associates was responsible for the community outreach and public notification of all the changes surrounding the Apache Trail Interchange during this major re-construction.  As part of its communications effort, Arellano Associates conducted local business outreach, developed collateral material, conducted a public meeting, compiled and updated a contact database, interacted with local media, coordinated communication with emergency responders, assisted with the completion of a ramp closure study and planed a ribbon-cutting.

Project Context:   Los Angeles Bureau of Sanitation (BOS) is currently working on its Solid Waste Integrated Master Plan (SWRP).  One of the components of the plan involves the directive to have an alternative technologies facility operational in 2010.  Towards that end, BOS initiated a study to consider various alternative technologies for processing municipal solid waste.  Following that landmark study, it began Phase II of the Alternative Technologies Study, which involves the selection of a technology and contractor as well as siting a facility.  
Scope of Work:   AA, together with The Robert Group, lead the public outreach campaign that focused on education and facilitation of project information to targeted audiences.  This outreach effort, involved a full range of tools including: various meeting/briefings, collateral materials, website design and media support.  The outreach campaign was designed to support the ongoing technical work effort being completed by URS including the identification of a preferred technology, contractor and site selection.  As part of this effort, elected officials and agency briefings were held on a regular basis to ensure project awareness and support.

Project Context:   In May 2004, the City of Los Angeles Department of Transportation (LADOT), in conjunction with funding assistance from the California Office of Traffic Safety (OTS) and the Los Angeles County Metropolitan Transportation Authority (MTA), along with dedicated partners throughout Los Angeles County, launched the “WATCH THE ROAD” traffic safety education and awareness campaign.  These partner agencies formed OPERATION TRAFFIX, dedicated to reducing the toll of 700 fatalities and 88,000 injuries on Los Angeles county roadways annually, resulting in heart rending impacts to families as well as millions of hours of congestion.  The “Watch the Road” campaign recognizes that human behavior plays a significant role in traffic crashes, and seeks to address this rising public health issue.  For this reason, Operation Traffix invested in a multi-year traffic safety education and awareness campaign (Campaign) to modify unsafe behavior of motorists, pedestrians and cyclists in Los Angeles County, and hence, to reduce the number of traffic crashes and their resulting impact on traffic congestion.  The goals of the public awareness campaign were to create heightened awareness by the public of their personal responsibilities, modify behavior of roadway users in a positive way and to reduce selected traffic crash rates and freeway traffic congestion in targeted subject areas.

Project Context:   The California Department of Transportation (Caltrans) launched a $5 million “Slow for the Cone Zone” outreach campaign aimed at educating California drivers that they are more likely than highway workers to die in work zone collisions.  This is the second major public awareness campaign in the state.  The Slow for the Cone Zone effort is aimed at educating California drivers.
Scope of Work:   Arellano Associates assisted Crocker Flanagan with Spanish-language outreach statewide.  AA coordinated a statewide launch of the Spanish campaign from Bakersfield.  AA was also worked with Caltrans districts to identify promotional opportunities with Latino special events locally, such as the East Los Angeles Christmas Parade.

Project Context:   Los Angeles World Airports (LAWA) began a revised Master Plan for Los Angeles International Airport (LAX) in October, 1994. The LAX Advanced Planning team was taking the product of the master planning and environmental process from its broadly defined condition to the level of detail and completeness that enables LAWA to procure the design or design-build delivery of projects approved for construction at the airport.

Project Context:   The County and City of San Bernardino have experienced a steady, but increasing growth in population over the past decade, and are becoming increasingly popular as more people move to the Inland Empire and high desert areas in a search for more affordable housing.  As a result of the rapid increase in population, there comes the need for transit improvements to support commuting and travel needs.  The purpose of this study is to determine the feasibility of establishing a major public transportation facility, or Transcenter, in downtown San Bernardino.  The facility would serve as a focal point for public transportation services in the area as well as act as a stimulus for redevelopment.

Project Context:   CRA/LA was interested in improving the urban form and utilization along a heavily traveled Alvarado Street.  The intent was to make Alvarado Street more pedestrian friendly.  This project included planning new pedestrian improvements on both sides of Alvarado Street from 3rd Street to Hoover Street. Proposed improvements included pedestrian crossings, pedestrian lighting, entrance markers, street benches, trash receptacles, signage, street trees, bus shelters, and sidewalk repair. 
Scope of Work:   Arellano Associates was responsible for obtaining public input into the urban re-design and beautification of Alvarado Street, just west of downtown Los Angeles, between Third Street and Hover Street.  This included the planning, coordination and promotion of three community workshops held in the Alvarado Street corridor.  In addition, Arellano Associates conducted a door-to-door survey of local merchants to get their first-hand opinions and preferences on street design issues, such as street lighting, landscaping, trash receptacles, traffic flow and other street furniture.  All public outreach was handled in writing and orally in both English and Spanish.

Project Context:   The City of Baldwin Park formed a public/private partnership, “Baldwin Park 2000,” which included representatives from the civic, school district, local agencies, business and residential communities of the City.  Its focus is to prepare the City for the year 2000 and beyond.
Scope of Work:   AA assisted with the completion of a market survey of the Pleasant View neighborhood, one of the City’s most impoverished.  The neighborhood was predominantly Spanish-speaking; the survey was designed to assess local needs and concerns.  From survey results and interpretation, a final report was presented, advising Baldwin Park 2000 of a series of Action Items for future implementation.  As a result of this study, Baldwin Park received the California Parks and Recreation Society 1997 award for “excellence in community planning and problem-solving.”

Project Context:   The Orange County Transportation Authority is investing in safety improvements at 52 railroad crossings throughout Orange County prior to the increased Metrolink passenger-rail service starting in 2010. Once construction is complete at these crossings, the cities can apply to the Federal Railroad Administration for quiet zone status, which prohibits trains passing through railroad crossings from sounding their horns, except in an emergency.

The last four miles of SR-39 sustained extensive damage as a result of erosion and have been closed to public traffic.  Caltrans is proposing to re-open this portion of the SR-39 and is seeking public input on a preferred alternative.
