In 2005, CHSRA
in cooperation with Federal Railroad Administration
(FRA) completed and certified a program
level document for a high-speed train (HST)
network over 800 miles long which connects
the major metropolitan areas of the state.
The proposed HST system stretches from San
Francisco, Oakland and Sacramento in the
north – to the Central Valley with
service throughout – to Los Angeles,
the Inland Empire, Orange County and San
Diego in the south. The alignment crosses
over 100 cities, three Caltrans’ districts
(7, 8 and 11), two railroads (Union Pacific
Railroad and BNSF Railway), and the Metrolink,
Coaster, Amtrak and San Diego trolley transit
systems. |

The Metro Gold
Line Foothill Extension has completed environmental
review of alternatives for the extension
of the alignment from the existing terminus
in Pasadena and to a final station in the
City of Montclair. At the urging of elected
officials, Metro Gold Line began discussions
with area officials and interested stakeholders
to determine the feasibility of connecting
the Metro Gold Line from the station in
Montclair to Ontario International Airport
(ONT). A Feasibility Study needs to be
completed, but first funded, in order to
answer this early question. |

the funding of a Feasibility Study will
be evidence of local support and organization.
Toward that end, Metro Gold Line has formed
a Stakeholders Advisory Group. AA has been
responsible for working closely with the
Authority staff to provide the initial steps

Advisory Group, facilitate committee meetings,
and coordinate with the funding agencies,
Southern California Association of Governments
(SCAG) and San Bernardino Associated Governments
(SANBAG). AA’s current work program
has included coordination with defined set

The “MAGLEV” or magnetic levitation high-speed train is a
concept coming to Southern California. MAGLEV technology allows travelers to
ride on a cushion of air along an elevated guideway at speeds up to 310 mph.
For the past two decades, MAGLEV has operated on a 31-km demonstration track
in Germany, and in 2002, MAGLEV had it grand debut in Shanghai, China, a
19-mile system that will initially carry up to 50,000 riders daily. The
Southern California Association of Governments (SCAG) has been looking to
MAGLEV as a strong complement to Southern California’s transportation
network. The system network currently being planned will ultimately connect
major regional airports, population centers and multi-modal transportation
facilities in Los Angeles, Riverside, San Bernardino and Orange counties.

Interstate 5
(I-5) is a major regional transportation
corridor that extends the entire length
of the western United States from Mexico
to Canada. It also serves as the backbone
of the transportation system connecting
the major urban centers of Los Angels County
and Orange County. I-5 was originally
constructed as a six-lane facility in Los
Angeles and Orange Counties. The portion
of I-5 north of Interstate 605 (I-605) has
been widened to eight mixed-flow lanes.
The portion of I-5 in Orange County south
of State Route 91 (SR 91) has been widened
to 10 lanes [eight mixed flow lanes and
two High Occupancy Vehicle (HOV) lanes].
The section of I-5 between the vicinity
of SR 91 and I-605 in Los Angeles County
is currently composed of six mixed-flow
lanes. This segment acts as a traffic
bottleneck and effectively limits capacity
for the entire corridor. To address
these deficiencies, an EIR/EIS is being
developed collectively by the U.S. Federal
Highway Administration (FHWA), Caltrans,
Los Angeles County Metropolitan Transportation
Authority (LACMTA), and Orange County Transportation
Authority (OCTA), in cooperation with the
I-5 Consortium Cities Joint Powers Authority
(I-5 JPA). |

Multi County
Goods Movement Action Plan is a coordinated
planning effort by seven agencies in Southern
California, including the Los Angeles County
Metropolitan Transportation Authority (Metro),
the Orange County Transportation Authority
(OCTA), the Riverside County Transportation
Commission (RCTC), the San Bernardino Associated
Governments (SANBAG), the Ventura County
Transportation Commission (VCTC), the San
Diego Associated Governments (SANDAG), the
Southern California Association of Governments
(SCAG) and the California Department of
Transportation ("Caltrans").
Together, these participating agencies agreed
to develop a goods movement action plan
that will benefit the entire region. The
MCGMAP will be a regional framework for
goods movement initiatives, to be developed
collaboratively by the county transportation
commissions, the Southern California Association
of Governments (SCAG), Caltrans, councils
of governments, the ports, the private sector
(railroads, trucking companies, shippers,
etc.), and other agencies involved in the
movement of freight (e.g. Alameda Corridor
Transportation Authority). Substantial
work in the goods movement arena already
has been undertaken in this region with
some notable border="0" successes, but these
efforts have not been guided by a coordinated,
overall framework. Such a framework is needed
to meet rapidly growing demand for freight
movement, and to ensure prudent investment
of public and private resources in the region's
extensive and complex goods movement system.

For this effort,
Arellano Associates provided outreach support
services to the participating agencies,
including the development and tabulation
of two region-wide surveys, the coordination
of regionwide county workshops, county-specific

In May 2000, the MTA Board approved the Harbor Freeway
Transitway Extension PSR which recommended the implementation of the $5.1
million Transportation Systems Management (TSM) alternative using Figueroa,
Flower, Aliso and Arcadia Streets as well as 3rd, 4th, Main and Spring
Streets with no wall or bridge construction. Given the cost of this
alternative, MTA aimed to find a less costly, but equally effective option.
The goals of this study were two‑fold: (1) To conduct a comprehensive
feasibility study of the potential transportation alternatives using the
Alameda Street Corridor for improving access and movement through and around
the downtown area and in particular, addressing the needs of goods movement
and HOV traffic, and; (2) to determine whether any of the potential
alternatives are so cost-effective, feasible and necessary as to warrant

efforts relied upon door-to-door approaches,
direct mail and multiple community meetings.
Key issues of concern to this community
were property acquisitions, staging of property
movements, access, noise and general inconvenience.

2005, the San Bernardino Associated Governments
commenced construction on the widening of
Interstate 10 from Orange to Ford Streets
in the City of Redlands, approximately 2.5
miles. One additional travel lane was added
in each direction and 11 bridges were widened
as part of this $46.5 million (construction)
project. In addition, 4,386 meters of soundwalls
were built along both sides of the freeway
improvements. The project was completed
in 2008. |

SR-2 was originally
planned and constructed in 1959 to connect
with the Hollywood Freeway (US 101) through
the neighborhoods of Silver Lake and Echo
Park. In 1962, as a result of local community
opposition, the full build-out plan was
rescinded and construction was terminated
at the present SR-2 terminus near Glendale
Boulevard and Duane Street. In January 2002,
the Project Study report/ Project Development
Support (PSR/PDS) was completed to address
the reconstruction of the terminus. The
purpose of this project is to develop a
balanced solution for the SR-2 that helps
improve transportation mobility in the region
while improving local congestion and land
use concerns. |

Associates was charged with providing meaningful opportunities for public

environmental review of the DPV2 Project proposed by SCE. Arellano
Associates has completed public scoping meetings in Blythe, Beaumont and Palm

The Antelope-Pardee 500-kV Transmission Project (proposed
project) would involve the construction of a new 25.6-mile 500-kV
transmission line between the existing Antelope and Pardee Southern
California Edison (SCE) substations. The Antelope Substation is located in
the City of Lancaster and the Pardee Substation is located in the City of
Santa Clarita, both of which are located in northern Los Angeles County. To
accommodate construction, certain 66-kV and 500-kV facilities would be
removed and certain 66-kV and 12-kV facilities would be relocated. The
proposed project route would be constructed within an existing right-of-way
(ROW) for 22.8 miles, of which 17.5 miles would be widened. Approximately 13
miles of the proposed project would be located in an existing ROW within
Angeles National Forest, which would be widened from 100 feet to 160 feet.
Construction of a new ROW would be required for 2.8 miles of the proposed
project route. The proposed project would help to accommodate up to 4,400
megawatts (MW) of potential proposed wind generation north of Antelope,
including a proposed 201-MW wind project to be located 8.5 miles northwest of
the Antelope Substation.

The heavy volume of recreational traffic,
coupled by this five-way stop, has created
a Level of Service “F” at this
location. Construction is set to begin
in spring 2008 on two “roundabouts”
at the intersection of Apache Trail and
Seminole Drive and the intersection of Apache
Trail and Main Street. These roundabouts
will provide free-flow driving conditions
for local motorists and improve the Level
of Service rating to an “A.”
During the approximate four-month construction
period, it will be necessary to fully close
this interchange for approximately 36 consecutive
days, starting on or about May 27, 2008
and ending no later than July 2, 2008. |

In May 2004,
the City of Los Angeles Department of Transportation
(LADOT), in conjunction with funding assistance
from the California Office of Traffic Safety
(OTS) and the Los Angeles County Metropolitan
Transportation Authority (MTA), along with
dedicated partners throughout Los Angeles
County, launched the “WATCH THE ROAD”
traffic safety education and awareness campaign.
These partner agencies formed OPERATION
TRAFFIX, dedicated to reducing the toll
of 700 fatalities and 88,000 injuries on
Los Angeles county roadways annually, resulting
in heart rending impacts to families as
well as millions of hours of congestion.
The “Watch the Road” campaign
recognizes that human behavior plays a significant
role in traffic crashes, and seeks to address
this rising public health issue. For this
reason, Operation Traffix invested in a
multi-year traffic safety education and
awareness campaign (Campaign) to modify
unsafe behavior of motorists, pedestrians
and cyclists in Los Angeles County, and
hence, to reduce the number of traffic crashes
and their resulting impact on traffic congestion.
The goals of the public awareness campaign
were to create heightened awareness by the
public of their personal responsibilities,
modify behavior of roadway users in a positive
way and to reduce selected traffic crash
rates and freeway traffic congestion in
targeted subject areas. |

Ana hired a master developer to be a partner in carrying out its vision of a
Station District. The vision includes the development of a master plan and
implementation strategy for the area generally located within the Lacy
Neighborhood. The developer would focus on the development of 48
non-contiguous parcels currently owned by the Agency/City with a variety of
housing products to meet community needs.

Project Development Team meetings.
