City of Riverside General Plan Update

The City of Riverside kicked off a transformative effort to plan its future through the simultaneous update of its General Plan and the development of the Climate Action and Adaptation Plan (CAAP).

The General Plan Update (GPU) is a multi-year, citywide initiative that will help guide future land use policy, growth, and development decisions from now until 2050. Public engagement is a key pillar of this effort. In parallel, the CAAP is a strategic roadmap that will guide the City in preparing to adapt to a changing climate. It is a policy aimed at creating meaningful reductions in greenhouse gas emissions.

Arellano Associates is leading a robust public engagement effort to support community-driven plans and policies, ensuring that residents’ voices shape the City’s future.

  • Organized a zero-waste community festival with multiple movable exhibits including interactive mapping, climate pledges, a mural campaign and more.

  • Ensured inclusivity by providing Spanish and American Sign Language (ASL) interpretation and designing project branding and logos that meet ADA accessibility standards.

  • Produced three (3) educational videos, executed a comprehensive print and digital outreach campaign, and developed a website for updates and engagement.

  • Established a two-way text helpline for milestone updates, answer quick questions, and outreach to those who prefer text over email.

  • Supported the selection and onboarding of 22 General Plan Advisory Committee (GPAC) members to help inform and contribute to the development of the GPU.
